Seeded Countries Reference
This is the catalogue of what the Tax Seeding Wizard can load: 70 country packs plus a Global IFRS Core chart-of-accounts pack — 71 in all, every one carrying full data. Each country pack is a complete, ready-to-use tax rulebook: the geography, the taxes, the rates, the withholding sections, and the ledger accounts they post to, exactly as the wizard’s preview shows them before you commit.
Access you'll need. Running the wizard and maintaining the seeded tax setup requires the Accounting Admin v2 or Accounting Controller v2 permission set. The Accounts Payable v2, Accounts Receivable v2, and Read Only v2 sets can view the resulting setup but not change it.
What a pack contains
Every pack carries the same kinds of records — the amount varies with how complex the country’s tax system is:
| Pack | Jurisdictions | Tax Types | Tax Rules | WHT Rules | Character |
|---|---|---|---|---|---|
| 🇬🇧 United Kingdom | 5 | 4 | 4 | 2 | Simple single-rate VAT |
| 🇺🇸 United States | 51 | 2 | 50 | 1 | Per-state sales tax, nexus-gated, plus backup withholding |
| 🇮🇳 India | 37 | 4 | 16 | 14 | GST slabs + TDS sections, both section numberings |
| 🇧🇷 Brazil | 28 | 12 | 58 | 8 | Multi-tax cascade + regimes |
The UK pack is four tax rules; Brazil is fifty-eight. That spread — same wizard, same objects — is the whole point of a data-driven engine. Alongside the rules, every pack also carries the country’s tax GL accounts and the org-wide GL mappings that point each tax at them (Brazil: 25 accounts and 23 mappings; the UK: 3 and 7), so seeded taxes have somewhere to post from day one.
What’s inside the four flagship packs
- 🇬🇧 United Kingdom — one VAT, four treatments (standard, reduced, zero, exempt), and two withholding rules (20% on interest and royalties to non-residents). The simple baseline.
- 🇺🇸 United States — a jurisdiction for every state and one sales-tax rule per state, so the nexus gate decides where you actually collect. One withholding rule: 24% backup withholding for vendors with no tax ID on file, per line amounts of $600 and up.
- 🇮🇳 India — the GST slab rules (5 / 18 / 40 current, with 12 and 28 kept as legacy after the 22 September 2025 reform), each split CGST + SGST for intrastate supplies and IGST for interstate, plus 14 TDS rules covering the common sections in both the classic 194-series numbering and the successor numbering effective April 2026.
- 🇧🇷 Brazil — the deep end: 12 tax types (ICMS, IPI, PIS, COFINS, ISS…), 58 rules including the interstate DIFAL/FCP cascade, six fiscal operations, and 8 withholding rules (IRRF plus the PCC contributions, paired by payer regime).

Global — IFRS Core CoA
Beyond the country packs, a Global IFRS Core pack seeds a baseline, standards-aligned chart of accounts — cash, AR/AP control accounts, prepayments, tax accounts, equity, revenue, cost of sales, operating expenses, and finance costs — together with account groups, a reporting framework, and the global accounting defaults that new entities inherit. Run it first, then layer country tax packs on top: the WHT rates in the country packs resolve their payable accounts against this chart.
What a pack can’t know about you
Packs carry everything that is true of a country. Three things remain yours to create, because they are true of your business:
| You create… | Because… |
|---|---|
| Entity Tax Registrations | Only you know where you’re registered to collect tax — and without one, the engine charges no tax at all |
| Product Fiscal Profiles | Only you know what you sell and how each product classifies (HSN, NCM…) |
| Party & account assignments | Jurisdictions and tax profiles ship in the pack, but pointing each entity, customer, and vendor at the right one is your data |
Don’t see your country?
You have two options. Build the rulebook by hand using the objects in this category — jurisdictions, tax types, rules, GL mappings — which is entirely configuration, no code. Or ask us: packs are added over time, and the data-driven design means a new country is new records, not a new release.
Where to go next
- Tax Seeding Wizard — the wizard that loads these packs.
- UK VAT — what a loaded UK pack looks like.
- India (GST + TDS) — a seeded GST country in practice.
- Tax Jurisdictions — the records a pack creates.
Frequently asked questions
Because the US has 50 state sales-tax rates — one rule per state — while UK VAT is one nationwide tax with a few treatments. The pack mirrors the country’s actual tax structure.
Packs are maintained as rates change. Apply an update by re-running the wizard in Upsert mode — matched records update by their codes, and your additions are preserved. Always confirm current rates against the tax authority for your go-live.
Yes — seed every country you operate in. The packs coexist; jurisdictions and rules are scoped by country, so they don’t interfere.
Not by itself. A pack is the rulebook; tax fires only once your entity has an active Tax Registration covering the buyer’s jurisdiction, and your entities, customers, and products point at the seeded jurisdictions and profiles. That’s deliberate — loading India’s rules must not change a US company’s invoices.
Currently every shipped withholding rule is purchase-side — tax you withhold from vendors. Customer-side withholding is recorded from the certificate via a WHT Received cash receipt, which needs no rules; seeded sales-side rules are planned per country over time.
